Established in 1992, CheckMate Systems, Inc., is the largest national franchisor of PEO Services. PEO services, previously referred to as employee leasing, is unlike temporary help in that it offers a permanent arrangement whereby the PEO becomes a co-employer for administrative purposes and assumes the responsibility for all payroll functions, providing employee benefits, and complying with government regulations including the filing of all tax reports. The business owner continues to be the employer for purposes of determining wages, hiring, and managing employees but is relieved of time consuming personnel paperwork. By combining employees from many small employers the PEO is able to negotiate better prices for benefits such as worker's comp and health insurance and pass such savings along to the client.
